Compare the steel base plates of the point set, I seem to recall some discussion about the hole that the eccentric adjusting screw fits into not being in the correct position so as to allow the breaker arm to move close in to the cam , thus allowing the points to open. If that is the issue, just use a small round file to adjust the hole.
