did you physically compare the two sets because some (New) points have been known to be flaky. if they are the same identical size ( rub arm lenght wise ) no reason not to open.
post some pics side by side.
TOP on the cam means top side not TDC ! Points rub arm needs to be set on the highest point of the cam thenadjusted to .020 with the adjustment elleptical screw.
if you have good sparks with the old points work with those…see if the engine will kick over with a spoonfull of fuel inserted in the plug holes…. or easier…. a blast of fuel mix in the carb face…… report back results
