Torque specs are pretty much standard. Odds are horribly against you finding a new replacement, look for a donor motor and scavenge parts from there.

Here is some info that will help:

Based on typical small outboard specifications, connecting rod bolt torque for a 7.5 HP engine is often in the range of 100 to 150 inch-pounds (approximately 8 to 12 foot-pounds).
Note: It is crucial to consult the specific manufacturer’s service manual (e.g., Evinrude, Mercury, Yamaha) for the exact model, as specifications can vary significantly.
Key Considerations for Rod Bolt Torque:
Measurement: Small engine rod bolts are often measured in inch-pounds, not foot-pounds. 150 in-lbs is equal to 12.5 ft-lbs.
Lubrication: Threads should be lubricated with clean engine oil or assembly lube unless otherwise specified.
Method: Tighten in stages (e.g., 50, 100, then 150 in-lbs) to ensure even clamping.
Reusability: While some bolts are reusable, it is generally recommended to use new connecting rod bolts if available, as old bolts can stretch.

General Small Outboard Rod Torque Tips:
If the spec is missing, 100-150 inch-pounds is a common range for engines of this size, but starting low and ensuring the rod moves freely is essential.
Ensure the connecting rod cap is oriented correctly, as they are often matched to the rod and not interchangeable.
