Seems to me that if you put a piece of paper or thin card board between the points and turn the key on, you should see nine to 11 volts on the points insulated side. Is this true?

The coil pair next to the points is likely for charging the battery and has nothing to do with the ignition. The ignition coils are on the head. You probably know this but just sayin’, to be clear.
