When the filter breaks off inside the tank, I’ve removed them by first tapping them and then using a bolt with a nut to draw them out. Once the parts have been thoroughly cleaned, a good epoxy can be used to hold them together.
As far as the plastic washers for the needle packing go, your motor didn’t come with them, as later models did, so I wouldn’t worry about it if they aren’t used. It seems to me the brass gland nuts are a slightly different style to for use with the plastic washers. By that I mean the way they are machined on the inner contact surface.
