It depends on the gearcase.  If the parts book lists part numbers for individual gears, then replacing them individually is fine. Needless to say, there are all sorts of traps to fall into here though.  Part number changes, supercessions, etc.  The other gears/teeth should be inspected closely as well, no sense in replacing just one gear if the teeth are worn on the other gears as well.

Is there a particular engine/part number you are working with?
