just to close the loop. I got the carb adjusted. I was trying to do two things at once – adjust and make the motor run slow. It can be adjusted at intermediate speeds and then slowly worked down to the slowest. It now runs on the slow speed needle with the throttle completely closed and picks up fine when the throttle is opened.
