My most common stumbling block when assembling those is getting the notches in the spring cup aligned with the slots in the tiller handle casting, all while compressing the spring and trying to align the throttle rod’s threaded hole with the hole in the grip. Keep at it – you’re almost there. The 1/4inch more you need is most likely getting those tabs aligned…
