That’s made by a copper tube flaring tool, used by air conditioning guys. Insert one tube inside another, then silver solder.

It looks like that one is actually a little short. It’s the same overall as the 5" shift shaft extender. Once you insert it over the original tube 1/2 to 3/4", the totall length looks to be less than 5" effectively.
