Their should be a key on the timing gear make sure its not sheared and timing of cam and crank are correct. I have noticed with water in fuel some stations in the keys had it some didn’t. If he gets his fuel at same station that might be an issue. If you can’t get it to run correctly you might try purchasing some fuel on your own higher octane and give it a whirl.
