Well, you could try lapping the flywheel and crankshaft tapers when you remove the mag plate to replace the wires…Are you familiar with this procedure? You just must be very careful not to let lapping compound get into the upper seal area, I am assuming this engine has an upper seal and not the metal slinger. It might be easier just to try another flywheel if you have one handy though, be sure the tapers are clean and dry though, do not lubricate the tapers on either piece.
Are all the tiller friction pieces in place under the tiller grip handle? If not, this may be why the mag plate is drifting back…
