    When you pump the primer bulb, can you hear the fuel bowl filling, and then the ball tightens when it is full?

    Is the vent open on the tank, if it has an open/close one?

    IF in a test tank, try raising up the fuel tank.

    If you continually pump the primer bulb, will it continue to run?
