We had a 9.5 horse Evinrude Sportwin show up at one of our meets that started and idled fine, but would not plane the boat. It turned out that the insulating sleeve on one of the shorting switch wires had slid back and whenever the magneto was advanced past start, the stop switch wire shorted against the engine block. . . 😀
