I test capacitors removed from ignition or appliance, discharge them by grounding the terminal to the case, use digital MM with a mfd setting to determine farads. If no mfd setting on digital MM then need a tool with that ability? Can also check continuity with Ohm setting to see if internals are open (no good) or closed. If Ohms indicated (closed circuit possibly good) the MM will build a charge in the capacitor if probes held to capacitor so discharge it as above before use. If it builds a charge that is an indication it is good but if mfd are out of spec then can’t be used for the application.
