    My old manual says to use 1/2 pint oil per gallon – calls for non-detergent SAE 30 wt or Outboard Motor oil. Since the block is air-cooled, I’d bet chain saw oil would work OK too. Along with TCW3.
    As you surmised, the screw is there to adjust fuel pump outlet pressure (1-3 psi ). Normal setting will vary from flush to one screw thread showing, it says here.
