The carb on mine has the low speed needle above the high speed needle like most other OMC motors. The Tillotson, however, has the low speed circuit set up with anew air screw instead of a fuel screw if I’m not mistaken. As the screw is opened it leans out the mixture instead of richening it. When it is closed it is not allowing any additional air into the low speed circuit so it is max rich in that condition. It’s getting late though, maybe I’m wrong.
