OK, you say the engine idles and runs great once started, and restarts fine hot….So, sure doesn’t seem like there are any engine issues…
So, to me, that choke is not working correctly. You say the choke is closing completely, but is it staying closed while you crank the engine? Sometimes the choke linkage gets jiggled about in that engine pan, especially if the mounts are weak. I would try manual holding that choke closed while an assistant cranks the engine.
