yes that seal in the shaft i need to replace to. I am ordering 2 new rotor parts. The grease is heavy duty grease? That is what i will use.
The old rotor rubber is not a snug fit to the brass eccentric it is about 1/16 off but still moves the rotor, i guess not enough tho.
So if i take the bushing out like you did and put that seal in it would prolong the life of the water pump but the grease will still leak out the drive shaft after i fix the bottom end. All in theory
