You do not need to raise the fuel tank if you connect its hose directly to the inlet side of the fuel pump, the pump is still in the system and doing its job.
But, that brings me to another point…Are you running the engine in a test tank? If so, perhaps your fuel tank is down too far below the engine and the pump isn’t strong enough. Try raising the fuel tank a bit, like where it would be if being used on the boat.
