    Sorry buddy, have to disagree with you….Perhaps that is some sort of replacement carburetor "fits all" carb, but I really doubt it. Someone could have transferred choke components from the old carb onto this one.
    Those carb kits fit many different carbs from many different years, so it does not surprise me that the carb kit pieces fit OK.
    Now, this does not mean the carb you have can not be made to work OK, just set the cam pick up adjustment by altering the throttle arm position on the throttle shaft….
