It looks like it may be one of the older (and lower end ribbed and riveted) boats made by Gregor (?) or Valco.
I’ve used a ribbed Valco when I used to do duck banding on Sauvie Island. It was an old and worn out boat and there were some leaks around some of the rivets. There was also an old and worn out Gregor as well, but I can’t remember if it was ribbed and riveted.

Both the Valco and Gregor were west coast boats. Gregor is still made in California and Klamath, also of California, bought all of the plans for Valco boats.
