Looks like a factory drilled hole. I’m not gonna plug the hole after hearing from you. My 1981 Johnson 25 has a hole that pours water like that also ,in a place that an owner would have to tear the midsection apart to drill. So I figured it was part of the design. Just wanted to check. Thanks , Jim
