Last one for today.  A picture of a fuel cock at bottom of gas tank.  If this is a shut off, what is the purpose from my first post of a shut off valve?  Double protection or , which is possible, I’m not sure what they are.  thanks

 

I guess I should ask too about any starting procedure documents that may be available on this forum or elsewhere?  The decal on the gas tank is rubbed off for the most part.  thanks
