OK, well judging by the paint color, that looks to a be a 1959 Fisherman, which used the dual line pressure tank system.  Someone has cobbed in some aftermarket fuel pump set up, which requires modifications to the pressure port coming off the intake manifold.  Perhaps that was not done correctly.  Or, perhaps that fuel pump just isn’t up to the job.  Keep in mind there might be an air leak/restriction in the fuel supply system as well.

It is tough to convert these engines to single line fuel pump systems because they don’t have the conventional intake bypass covers to mount the OMC fuel pump.
