That looks like something that someone added to use as a lifting eye, don’t think it came this way from the factory. You will need to get a long pry bar placed into the eye and loosen it that way.
My crusty old RD-18 had the exact same lifting ring on it when I found it. I thought it was something that someone stuck on there but maybe it was a factory piece – strange that 2 motors had the same exact piece.
