those 2 spring loaded "pins" are brushes and yes they have conductivity and you really need them both. You might be able to make one if your handy,i’m not positive what they were made out of now,maybe delron? Did you check for spark and if so was it only one side that had it? Is the spring still in the pin socket? I’d be using the lubriplate 105 grease in there instead of reg. lower unit lube if it were mine. I pulled the carb gasket template sheet out today if you still want a copy.
