Kiekhaefer took over  the inactive Thor plant in early 1939 and transitioned to an entirely new design for 1940 model year. Your Thor/Sea King by Kiekhaefer could be from either the batch rejected by and then reworked or Thor/Sea King manufactured by Kiekhaefer,.  At least a few outboards were made with left over Thor powerhead mounted on 1940 style lower units, A friend in the hobby had a Mercury with this odd combination,
