This is what I did in the same situation on my Neptune outboard. Go to a hardware store and they usually have racks assorted parts in slide drawers. Find a grommet assortment and pick a grommet that fits your application. You may have to trim the inner lip of the grommet that goes inside the water pump housing. There may not be a lot of side to side room where the grommet lip sits.
