I have a 59 Evinrude 18hp that had the same symptoms you are describing. Changed plugs, rebuilt carb, same problem. It turned out on mine it was cracked coils. It idled ok, but had the jerky miss or cough like you describe. When I tried to accelerate the motor the spark just scattered and faded. 2 new coils and she ran like a champ.
