I am not clear from your text whether or not you disconnected the throttle at the mag plate and checked to see if the mag plate itself would rotate.

I remember once having that problem;  the mag plate would not turn.  At all.  Turned out to be a screw that was just a bit too long.  One of the 4 screws that hold the plate down.  The extra length was hitting  and causing the issue.
