check your PM …..in the mean time here is a basic design  which should be much better than just a basic  30$capacitance meter

I have not built this one but it should be ok.  About as basic as you can get

The circuit will generate probably  150 volts of DC  from household current .   Dangerous voltages/currents are limited   with  2 x  560 k resistors.   The diode will  rectify and alllow houselod on AC peaks (approx 150v)  to reach your    capacitor under test .

the parts can be simply  be installed in a small aluminum box for mounting the bulb and  probes . use a 3 wire cord to ground the box.

Mr  Mohat’s test box #1  basically works the same way  except he used 2  diode to create a voltage doubler to reach about 300v

voltage doubler designs are everywhere on the Net if you want to go 300 volts

when connecting a outboard capacitor to it  and  if leakage   turns on the neon bulb …  it is bad ! ”   simple test !

as always  proceed with caution  if not confident  with  such voltages …  !!! other wise get your brother in law to build it 🙂

Any reason this unit couldn’t be built using a “non conductive” box
    instead of aluminum? Thanks.
