I have heard of using not valve grinding compound but valve finishing compound. It is a finer grit is all. I agree with Tubs the last valve ( needle & seat) is faulty. or a sinkiing float. Is the float cork or copper? Try letting it sit with a counter weight to hold it  submerged over night & see if it takes on gas. I  had a carb problem with my 350 V-8 4 bbl carb with spewing from the vent with a brand new Holley made for a small block. My electric fuel  pump had too much pressure & blew the needle out of the seat cock-eyed & poured gas out of the vent too. installed a pressure regulator with a return liine to solve. I think the guys have it right!!
