    Drive shaft might  be stuck in the crank shaft splines. if a shift type lower  unit did you disconnect the shift shaft linkage? Am I missing what brand outboard & horsepower rating If it’s a Mercury there is a bolt on the pinion gear?Thank you for remembering our Vets!!
