    UPDATE: ok..I tried again and submersed the lower unit until the water was about 1 inch below the pump. i spun the shaft again with my drill. It started pumping water like crazy.

    I really don’t get how that is supposed to work when the motor is on a boat. The water level does not typically get that high (or should I say the boat does not typically sit that far dawn in the water).
