UPDATE

I did try rotating the shift shaft but no change .

To clarify, the shift shaft is not out of the lower unit. The motor was totally assembled and the shifter easily moved the shift rod from side to side, so it is where it should be, but just not likely inside #29 the shift cam ( which must have been pushed aside). So that’s why it seems like my only hope is to slide that gearcase cover #25 up the driveshaft and peek in and see if I can re-set the cam and then set the cover ( with shift rod still in it ) back down to seat into the shift cam.
Is it that simple or am I just dreaming that it is?
