Parts and/or a parts motor may be available, but it will be a major challenge and likely a long time hunt.  The variable pitch propellor is a complicated piece  subject to wear and damage, so even if you find the parts, most likely they will need repair. If your intention is to get this motor running, my suggestion would be to focus on the top end. Take it abart and assess the condition of internals.  Find the mixer ( carburetor) will be the first step. Most likely you will need a “buzz coil” set-up for ignition. Penn’s outboard parts and local swap meets are your best chances for parts.
