I found the culprit. There is a slight burr on top of the brass ring that was enough to bind the mag plate. I took some emery cloth to it and the binding improved but is still there. I’ll work some more on it today. For such a small burr in the metal I never would of guessed it to have been the problem. I’m not sure if I burred the brass ring or as stated by Harry was an existing issue. All I know now is that there is little to no tolerance between the mag plate and the brass ring.  Thank you all for your input. I want to get this motor started so I can put it up for sale.
