    actually m.mohat in his excellent article   indicates that   the value can vary quite a bit   … on a longer term basis if you plan working oldies his  condenser test box works very well to test  for leakage in condensers by submitting them  to a minimum of 250 VDC.

    . his basic model  uses few parts and is easy to build.
