condensers can be  “basically ” tested with a capacitance  meter  and ohm meter  ( some meter offer both options)

Unfortunately a ” good” testing condensers is not always…. “good”   under load where it is subjected much hight  EMF kickbacks from the coil it is attahed to compared  to the small battery  inside a VOM .

thankfully a ” bad”  tested  condensers is…. bad !

option 1…. just change it with a new one

option 2 ..rebuild  the condenser if so inclined and you are ok with  electronics  & welding
