I don’t know if this applies or even works in your situation, but it may help if the cable came out of the inboard side of the tiller. Just a thought. I don’t have your motor, but I have 4 speedifours and all four of them have cable coming out the outboard side of tiller. The original owner’s manual shows the cable exiting the tiller on the outboard side also. However the parts list diagram shows the cable exiting the tiller on the inboard side.
