The triple coil lamination in the background of the picture is the one that charges the battery through the rectifier. The black one in the foreground charges the capacitor in the power pack, like Frank said. It does look quite toasted and certainly would cause a no spark situation if has failed electrically, which is pretty much a given, looking like that.
