To quote Steve “Your motor is functioning as it should to prevent the engine from over revving and damaging the clutch dog when shifting into forward or reverse. The other stop (that you label #1) is to prevent the engine from running too fast in reverse, and when in forward gear it prevents you from shifting from forward to neutral at too high of RPM and over revving the engine.”
