It will work with the teleflex push-pull cable steering but not well.  There will be problems with lack of full steering port to starboard, and there will be problems with engine tilt.  Same goes for any other push-pull cable steering.  The motor, like most others of that vintage, was designed to run with cable/pulleys steering.  Still, there are/were thousands out there running with push-pull steering and people just put up with the drawbacks.

Really pains me to say this, but Mercury was the pioneer with thru-the-tilt-tube push-pull steering.
