It looks like someone made a float pin out of a 12d nail,
and put a loop of bailing wire through the cork, and perhaps
twisted the cork so the wire wrapped around the float pin.
Just a guess, but I’d did it out by any means possible and
start over fresh. I’d be surprised if that’s an original setup!
