It is actually a JH-21E, which is a 1966 3hp extended shaft motor. When viewing the carburetor parts listing on marine.com, the parts list did not go with the diagram. I checked the diagram for a JH-20 carb and it looks identical to the JH-21 diagram, so I assume the parts list is the same. Am I correct?
OK, well the engine could have come from the factory as a long shaft engine, but someone could have converted it to short shaft after the fact, the engine pictured is a short/standard/15″ model as

What is different about your carb vs the carb shown online? Maybe you can post some pictures, someone could have swapped carbs or pieces…Perhaps they added an adjustable high speed needle and bowl…
