These motors are very easy starting so make sure the choke butterfly is closing all the way when you pull it out. If it is, you can always open the low speed mixture screw a half turn or so to help richen the mixture when starting it cold. Also make sure the carb is fully primed and the bulb on the hose feels firm. No spraying of anything in the carb should be required.
