I replaced that same seal on a ’72 Evinrude 25hp and just placed a small dab of gasket sealer in 4 or 5 spots on the underside of the seal to hold it in place. Didn’t see a need to put any on the top side – once the lower motor pan is in place and bolted down, the seal is sandwiched tight.
