    1st, that definitely is a Scott-McCulloch. Secondly, the coil spring acts as sort of a counterbalance for the float. If. I ever knew the reason, I’ve forgotten by now. Lastly, does that carb have a pump bladder, probably in the mounting flange? It may be ruptured, if it has one.
