    I just got done with a 1955 Evinrude 3HP ( basically same motor as yours) and I had to clean out the tank and fuel valve that were full of crap. And as AQuasonic stated the low speed ended up at about 1 1/4 turns out and the high speed was at about 3/4…the high speed is where I screwed up…I started at 1/4 and it wouldn’t keep running although it did start. Like Lab-guy said go back to basics…fuel to and thru carb,spark,compression.
