    Time for some diagnostics. Start with the basics.

    Spark
    Fuel
    Air
    Compression

    Have you checked for spark on both cylinders? Is fuel making it to the sparkplugs, or are they dry after cranking the motor?
    The high speed needle starting point is roughly 3/4 turn, low speed is 1 1/4 turn.
